The specifics of how the central registry is maintained, who can access it, and how records are removed, depends on the state. In most states, CPS *does* have the authority to add people to the registry, though this may be handled at the "state" level by an administrative office rather than the local/county CPS.

Just to be clear... the central registry that we are talking about is a listing of those who have been investigated for child abuse or neglect by CPS; most states will only "register" those in which a case was ultimately indicated or substantiated. Background checks for specific jobs and licensing like childcare, teaching, or counseling will sometimes use this registry (again, depends on the state), and all other CPS in the state can access it as well for use in other investigations. I think the TRAILS background check is specific to Bree's state, but the same idea happens elsewhere. In some states there is a process whereby a person can request information from the registry... which is useful info if you have reason to think someone has abused before.
