So that's what I meant :) The county CPS does not have the authority to register them...pretty sure it has to be on the state level...bc the perp has to have the right to appeal. And the TRAILS I am talking about is a system that is a registry used by CPS statewide(hence the reason the case is sent to the state to be reviewed) but it can also be accessed by other states as well...this is something that was explained to me by me caseworker. The TRAILS being called something different in other states...but it is a way for CPS statewide and nationwide to keep track of offenders on their databases.

My state also keeps a track on cases of reports as well. Not just substantiated cases. Sadly, my case was substantiated on the county level and then he was expunged...on the state level...now if anyone does a background check on him, like if he wants to work at a daycare, at an elementary school, drive a school bus, work with disabled children, which at one time I know he was...he can do what ever he wants.
