.DLLs aren't associated with .EXEs. They are basically the same thing, with different entry points.

The host system architecture really has nothing to do with it (there are still C64 and NES emulators on these systems..). Even the newest Intel 64-bit processors still boot up into real mode. Intel 64 adds IA-32e mode, one sub-mode of which is called "compatibility mode", which "permits most legacy 16-bit and 32-bit applications to run without re-compilation under a 64-bit operating system."
Burn a Linux live cd with DOSEMU+FreeDOS. problem solved.
