I was talking about using Qbasic. Here is another solution.

IF LEN(OS$) THEN CMD$ = "CMD /C " ELSE CMD = "Command /C "

Win 3, 98 and 95 did not have the "OS" parameter.

 QB64 returns COMSPEC correctly while QB and QuickBasic do not on Jan 9
  That is correct... on Jan 9
