Old Diana 50 question

Not easy to explain, but here goes.

Looking closely at the loading tap, I noticed that after I open the tap and insert a pellet, the pellet does not turn immediately when I start closing the tap, but starts to turn when the tap lever is vertical.

Grateful if anyone could confirm that this is normal.
