Few steps:
1. Agree price with vendor;
2. Organise finance and then enter contract but make it subject to Foreign Investment Review Board approval (since you are a non-Australian).
3. Get FIRB approval by applying at this page http://www.firb.gov.au/content/how_to_apply/existing_business.asp
4. If you get approval, go ahead and pay the cash.
