What you're getting are PINGs - his (or her) computer is trying to find open ports on your computer.
If your firewall (and you should have one OTHER than what Windows put in) allows for blocking IPs, then you should use it --and give a heads up to your head of Computer Science tech on campus. If others in your dorm are getting the exact same thing... it's time that he block out the hacker on the campus' server's end.
