All you 97 parents should tell your kids to tell Windsor to screw off when they call pre-draft, this team is going to suck for quite a long time! Ouch.

OHL Announces Fines / Sanctions
The Ontario Hockey League, (OHL), has levied fines totaling $400,000.00 against the Windsor Spitfires Hockey Club and taken away three 1st round draft selections and two 2nd round draft selections from the Spitfires.

“In 2009 the Board of Governors of the Ontario Hockey League developed the OHL ENFORCEMENT PROGRAM which is designed to address and attempt to eliminate violations of the RULES and impose appropriate penalties if violations occur. The enforcement process is an integral part of the process to ensure integrity and fair play among the MEMBER TEAMS. One of the fundamental principles of the enforcement process is to ensure that those MEMBER TEAMS that are abiding by the rules are not disadvantaged by their commitment to compliance”, stated OHL Commissioner David Branch.

“The League conducted two separate investigations led by our Director of Security and Enforcement, and in considering all the facts, I was persuaded that the Windsor Spitfires Hockey Club violated the League’s Player Benefit and Recruitment Rules and Policies. While the penalties may appear to be severe, the League and its Member Teams recognize for any such violations of our Recruitment / Benefit Rules and Policies, we must send a strong message to preserve the integrity of our League”, concluded Branch.

In addition to the fine, the Windsor Spitfires shall forfeit 1st round selections in the annual OHL Priority Selection in the years 2013, 2014, 2016, and 2nd round selections in the OHL Priority Selection Process for the years 2015 and 2017.

even with 3 less 1st round picks they will remain competitive.

this team manages to draft players like Austin Watson in the 2nd round (no doubt part of the problem here).

I'm sure that's what 'they say', however the Erie Otters almost became the Hamilton this season because the team is barely breaking even so dropping an $150K isn't exactly a drop in the bucket.

10:24, for sure the Knights & Rangers are the flagships of the O however don't be so sure about the Hunters not greasing any palms. I don't want to sound like the poster at 9:11, but there were rumours about Patrick Kane, David Meckler and John Carlson just to name a few. the Hunters have just been smarter and better at it.

These teams are making a ton of money and why shouldn’t they grease the wheels. It’s better than having them keep the money to buy a bigger cottage.
One game at the JLC equates to over a quater of a million.

This is what teams like Windsor, London and Kitchener have done for years. They rely on money (because they have it) to build and recruit.
Austin Watson was drafted by Peterborough and demanded a trade. Thus Windsor offers money to Watson and a few other players. My question is, how much did the teams involved in the trade get to stash under the table ?
Common knowledge is the amount that Domi received from London via Kingston, no suspensions there. Yes, some 96 first rounders received some incentives, no different than other years.

9:01, you talk a big game but are a clueless, typical N54 know nothing.

1st, Windsor hasn't been doing it for years - they are a recent entry into "the big 3" which pushed out Ottawa. this just happened in the 08/09 season along with the new WFCU arena. the seeds for this were planted 2 years earlier with the sale of the team to Peter Dobrich and former NHLers Bob Boughner & Warren Rychel.

2nd, Austin Watson was an NCAA flyer pick in the 2nd round by Windsor, not Peterborough. he was later traded to the Petes.

3rd, Domi was fairly traded to London from Kingston under the Lucas Lessio rule. in addition to Lessio, other 1st round drafts not reporting to their drafting teams, "deemed defective" then traded to other teams have included Kirby Rychel, Nick Ebert, Cam Fowler, and Adam Bateman. why would suspensions be necessary?

the poster above said it best, these players are considered professionals so why shouldn't they grab what they can just like players before did.
Good on the kids that earned it, if JHS and his family got to go to NYC on the Spits dime great. If CMcD was able to negotiate an apartment in Erie for family great...they deserve it and as long as it is "technically" with the flexible rules so be it......just like the frowned upon front loaded contracts in the NHL

I didn't mean to name call however suggesting someone call CHI on this matter is silly and simply foolish.

You might as well ask CHI why AHL or CHL players are allowed to play on the US national junior team?, or why are college players allowed at NHL camps?

You see, I may call CHI and they will use another BS reason like players in the CHL receive salaries/payment to play.

Actually this is the biggest beef they have. Your issue, professional contamination, is a close second.

However neither of these are the reason major junior players are ineligible since as per the national team contamination contradiction, USHL players even NCAA players also receive stipends which is also a contradiction.

The real reason is much simpler and the NCAA bylaw is very straight forward.

I would say that CHI no doubt has the same biases that exist with the OHL. They are both trying to market and sell their "prouct."

Living in Canada I certainly witnessed the OHL marketing machine at full speed in the minor midget year with all it's bells and whistles.

Ultimately parents have to weed through the truth's and half-truth's from both sides to somehow navigate and figure out what is best for their son.

its a tricky thing. you can't have a league where only a handful of teams can compete and on the other hand these are still kids in high school - how do you tell parents that your kid, emphasis on kid, has to play hockey in a town where the parents think its a bad situation. How do you tell a family in Niagara Falls their kid has to play hockey in the Soo? I understand why kids refuse certain destinations and yet money changing hands to get kids to refuse certain destinations in favour of a trade to somewhere specific is no way to run a league. Whats the point of the draft then? And please don't think London isn't in on this game folks.

I dont think its fair that out of country kids can develop and play in the Canadian Jr Hockey league system as imports, its supposed to be an amature development league for our Canadian prospects.

This has been going on for ages people. Why the OHL slammed spits now who knows. Teams have been offering better deals to try to recruit and get better teams. Also they offer less on bottom end players to make up for more on top end. Lets says top kid gets $1,000/wk and bottom end get $100/wk travel money. Lets say top end gets 4 year free school deal guaranteed and bottom end gets 1 years for every year kid makes team. This has been going in for long time. Many teams in league could be santioned so why pick spits. There is more to this story then just the deals. I know a few kids who have squeeled and nothing came of it. Then again cash is cash and very difficult to prove.

I had a conversation with a long time OHL scout on the weekend. He specifically listed the spits, knights and rangers as the main culprits. he said its nothing new but it mostly happens with the wealthier teams. the team he's with has lost a number of kids over the years to this kind of recruitment and they're frustrated.

And people are surprised by all of this? Look at the business model. Some of these teams have cash to throw around. Attendance figures into the 6 000-9 000 range at an average of 10-15$/ticket. Do the math.

Want to avoid recruiting violations such as these? Tighten up the rules. If a top-notch player's intent is to play in the NCAA (Hint: American players especially) he and his parents must sign a document of sorts declaring their intentions. This should take him out of the draft and put him off-limits to CHL teams. He will then not be able to consider CHL hockey until his overage year should he change his mind. And, make sure a team has to use a draft pick in order to get him onto their roster that late in the game too.

Or, take the above suggestion a step further. Any player who signed such a document and opts to play in the CHL as an overager must enter a special draft such as the import draft. Selection order is determined by a lottery much like the one used in the NHL.

Funny how these later round selections usually end up with the Knights(Carlson, Tinordi), the Spits (Fowler) and the Rangers (Moore).

10:18, do you even realize that the OA rule (ie 20 year olds) requires that the player have been in the league prior to the January trade dealine as a 19 year old? epic fail dude.

besides, even if the OA rule was to change, a decent/blue chip NCAA player who is highly sought after and who has been going to college for 2 years (started as an 18 year old) is not all of a sudden going to drop school just for 1 year of major junior where he is not even eligible for the NHL draft.

^True that. He's not likely to come to the CHL so mission accomplished in a sense. Pure BS when some teams select a top notch prospect in a later round after said player has clearly stated his " intentions" to play D1. The following season sees the player on a roster. Do teams like Owen Sound, Belleville or Kingston ever end up with these players. As a general rule, the answer is no. I'm all for having the best players play in the O but all teams should have a fair shot at getting them.

I am so sick of hearing this "fair" issue, over and over again. what is fair, is what you can get away with! if you speed through school zones on a regular basis, but never get caught, no one will ever know, and you will still be considered a good citizen. If you get caught and pay off the necessary people to avoid publicity, you will still be a good citizen. if you get 'outed' you are not a bad citizen, you are just stupid.
$$ will protect stupidity for a short while only. If you are smart, connected and have $$ ( London, Kitchener) you will always be a good citizen.

That is fair

What is not fair, is the ridiculously miopic , liberal pinko idea that all situations should be the same for all. That is simply not reality, nor should it be. 1960's Russia was a great theory, but was proven more corrupt that the western equivalents: a lesson for all. if you want equality, go play hockey in Albania and see how the 'fair' system works for you there.

Equality is demanded by the weak and powerless and corrupted by the wealthy. just the way it was always meant to be.

the system is what it is, work with it or make it bend to your will (check book), but dont ever expect it to be equal for all. It never will be.

^^so it is about money then. Great! Make the draft fair then. Let Owen Sound, or Belleville or Pbo pick one of these players who would never play in one of these cities if their lives depended on it. Then, let these teams negotiate a trade involving picks, players and/or cash. Worked out well for Colorado in the NHL after Lindros refused to report to Quebec. I'm all for capitalism my friend!

1:53, take it easy. "Nietzsche"/10:48 doesn't understand that there's a difference between pushing the envelope and padding it.

with the Lucas Lessio rule now in place there's no reason not to take the BPA in the draft. Kingston did it 2 years ago when they drafted Domi then parlayed it into a shit load of picks when they traded his rights to London (where the NCAA card playing family wanted him to go in the first place). with the added comp pick and 2nd round pick Kingston hit a gland slam with 4 amazing draft picks all of whom will report.

what we are discussing here with Windsor are these "NCAA flyer picks", ie generally US kids either with a verbal commitment or with visits/discussions with US colleges and possibly the USNTDP. these kids are legit 1st round drafts but because of them being American and having a verbal to a college or the USNTDP, he drops to the 3rd to 5th rounds. in a seemingly miraculous pattern, these kids consistenly report when the drafting team is Windsor, London, Kitchener or Plymouth.

the key is that there are only a few of these per season. now that Windsor has been caught cheating and dealt with very severely, these teams will be very careful and very likely not risking the fine that Windsor has been nailed with.
