      There is no leader on earth who will make the Madang people more productive, as you're dreaming. Why? Because Madang people (especially those antap like in Bundi) are naturally lazy and unproductive. The Madang people have always been content to let outsiders lead the way-they now welcome the Chinese because the Madang people are too damned stupid to do things for themselves. Look at how they changed the 'prettiest town in the South Pacific' as it was once widely known, into a pig pen! Don't blame highlanders for that because Madang people have always been in charge of how the town looks.
