The above is a summary of seven claims that have already been collected as evidence and as example of claims paid out from DSG without complying with financial requirements as set out in the Public Finances Management Act.

The original of the above seven (7) claims are now with the Ombudsman Commission, Leadership Branch.


The above seven claims failed many of the following financial requirements;

1. The claims did not go through the proper Tender Board process. It is evident to see that no tender board documents are attached resulting in certain queries raised by District Treasury staff as examiners.

2. JDP & BPC meeting minutes outlining the meeting resolution passed were not attached with the claims to confirm approval of due process.

3. All claims were not examined and certified through the normal Finance & Treasury process.

4. All claims were not signed by the Financial Delegate as section 32 officer. In this case the Provincial Administrator should sign.nO SIGNATURE of the financial delegate

5. Cheques were printed out without the above stated procedures.

6. The cash advance claim obtained by the District treasurer, Dominic Yuangu does not show the scope of work. List of people as casuals he will be paying. The manner in which the claim was raised is very suspicious and whether it is a correct financial requirement to obtain such a huge amount of cash advance.

7. The acting District Administrator is NOT a public servant. He is a political staff appointed by the member for Yangoru Saussia, Hon Peter Wararu Waranaka using his powers as the Governor for East Sepik. The acting District Administrator, Mr. Theo Kiliawi signed on the claims as the requisition officer confirming political interest and hidden motives. This is a clear misconduct in public office.

The Yangoru Saussia District in the East Sepik Province is being politicized by the member himself and by all his political cronies and supporters from the top public service administrative level to an ordinary casual.

The following are instances which is a direct breach of misconduct in a public office by the leader;

1. Appointment of Theodore Kiliawi as acting District Administrator for Yangoru Saussia District:

This person is NOT a public servant. He is from Karapia village in the East Yangoru LLG and a close cousin to the member. The member, using his political powers recruited Theodore Kiliawi to work as a civil engineer to work on the District roads and setting up the District Works Unit.

- For political reasons, and with greater influence over the public service administration in the district and province, Mr. Godfried Raushem, a public servant, duly appointed on merit according to public service requirements was sidelined.

- Theodore Kiliawi is paid as an acting District Administrator, as a non-public servant from DSG project funds.

2. Appointment of Joseph Kiliawi as acting LLG Manager for East Yangoru LLG.

- This person also is NOT a public servant. He is also from Karapia village in the East Yangoru LLG and a close relative and cousin to the member. Joseph Kiliawi was previous working in the Office of the Governor for East Sepik as a political staff.

- Joseph Kiliawi was the chief campaign officer to the member, so for political reasons and with greater influence over the public service administration in the district and province, Joseph Kiliawi was appointed as the LLG Manager for East Yangoru LLG for the period 2008 to May 2011.

- The former LLG Manager, the late Frank Uone was forcefully moved out after so many harassments, threats and intimidations by the member’s political supporters which led to his eventual death.




3. Appointment of District Treasury Officer, Imelda Huaimbukie to Yangoru Saussia District Treasury Office.

- The real intention and reasons are unknown regarding this officer’s transfer to Yangoru when this officer is directly a first cousin to the member. She is directly responsible to all handling of DSG/ DSIP claims and printing of cheques.

- A lot of false claims and payments were made to her name. Please refer attached cheque listing.


4. The establishment of Yangoru Saussia District Works Unit which is in direct control all of all new road works and road maintenance in the district. The establishment of this unit is questioned, whether or not proper procedures were followed in establishing it.

- District Works Unit is not established and managed according to government requirements.

- All staff from ordinary laborer to senior civil engineer were being paid from DSG funds and now the question of whether these people are employed according to correct procedures as per labor requirements or not or, as per public service requirements.
- It is clearly seen by any one person in the district that the member himself is the overall supervisor in terms of funding, administration, direct control and supervision. Public servants are not involved in the establishment and administration of the District Works unit.

- In the disbursement of DSG/ DSIP funds, Tender Board requirements and the Public Finance Management Act are not being followed in awarding contracts. Also comes the question of whether JDP & BPC meetings are held or not.

- Who owns all the machineries and equipment that are being bought from public monies. There are NO official correspondences in place to prove ownership. In the event the member is replaced or leaves office, a political tension will arise causing uproar or differences to the new person taking over.


5. The Rural Electrification Project of Yangoru Saussia District.

- PNG Power plays the leading role in the whole project. The Office of the member for Yangoru Saussia with the member himself leading in the employment and engagement of public relation officers and general laborers. It is a project already contracted to the PNG Power. Why Office of the Member ??


6. Diversion and mismanagement of DSIP Funds – Cocoa/ DAL Projects.

- As attached is a detailed report from the District DAL Officer of Yangoru Saussia District, a total of K1.2 million.


7. Purchase, distribution and ownership of office vehicles using DSG funds.

- 4x vehicles were bought and given to the four (4) presidents of the (4) LLG’s of Yangoru Saussia District. As per the SRS Determination, the presidents are public office holders where two, namely Robert Howen and Enosh Jonduo are members of the Provincial Executive Council. These two are chairmen respectively where as outlined in the SRC Determination are entitled to transport allowances.
However, as a directive from the member, Hon. Peter Wararu Waranaka, the presidents/ chairmen uses these vehicles as their 24 hour personal car.

- Vehicle (PAE 339) purchased and given to District DAL Office, however, the driver who is a close cousin to the member was recruited by the member has direct control over the usage of the vehicle affecting the day to day public service work of the DAL staff. The driver reports to the political/ electoral office for direction and not to the DAL office. The driver’s wages is a question.

- Vehicle (PAE 463) purchased and given to East Yangoru LLG. The driver who is also a relative of the member has direct control over the usage of the vehicle affecting the day to day public service work of LLG staff. The driver reports to the political/ electoral office for direction, not to the LLG office.

- Vehicle (ZGC 507) is purchased from DSG funds and used as an electoral office car by Joseph Kiliawi on a 24 hour personal car. Misuse of this car is very common such as drinking and operating as a PMV.

8. The Governor and Member for Yangoru Saussia, Hon. Peter Wararu Waranaka has claimed 3x portions of land including living in a house that was supposed to be occupied by public servants in Yangoru Government Station. As the Governor for East Sepik Province, he already has a state owned house in the township of Wewak. This is wrong and not in line with the SRC Determination.

- The East Yangoru LLG was supposed to be collecting housing rentals but because of political influence by the member himself and from the political supporters of the member, the LLG officers failed their bid in revenue collection.

- The house was maintained using DSG funds. A clear double dipping by the member, Hon. Peter Wararu.

- The attitude shown by the member prompted the local people/ villagers to occupy certain government houses denying public servants from moving into Yangoru Government Station.

I disagree with with you think Sir.It is better to post in the net so that people throughout the national can know what is happening in my land and to my people. First, this posting should be submitted to pngblogs, not on this arsewipe site where it will probably be erased by the moderators the moment they think you're not looking. Put it on pngblogs and it will stay. You have given very good information but you have put it in the wrong place of the internet.

Secondly, how could you possibly call the East Sepik governor "Hon" after what you have detailed here? He certainly is not Hnourable. He's Dishonourable at best and despicable at worse.

You have gone through great lengths to collect the allegations mentioned here-in which I read with great interest. However, could you care to authenticate it by revealing your name? If not then they are pure allegations which cannot be substantiated, and one can only conclude is being done to defame the character of the MP(Wararu.

Mate, there's hardly any PNG politician alive who could have their reputation spoilt any more than it already is.

Judging from the crowds at the nomination on the Thursday 24th lo station...Richard Maru's convoy had over 100 trucks loads of supporters from numbo, sause, east, west. Peter Wararu had only 10 vehicles (and most of them came from Wewak to witness the nomination and were not even eligible voters) and 1 helicopter (arthur somare).

Thousands upon thousands of villagers have woken up to the corruption of the Wararu regime as evidenced here, and are defecting to Maru's camp.

Prediction: Richard Maru to win by a landslide on the first count, absolute majority.

The fact of the matter is that they are the stumbling block for ESP progress. Yangoru Sausssia must embrace change through Richard Maru. Likewise ESP as a whole. Sepik pride is hurting us all. Be realistic we must let Somare go this time around.

Maru's crowd where there from 10am to 1:30pm, more than 3 hours! After they left, Wararu's small motorcade came in. He had 9 vehicles, Sam Wafi had 11 but Maru had 70. It was Wafi's group that made Wararu look like he had numbers. The only distraction to Maru's speeches was Arthur Somare flying around in the helicopter, possibly because of the hostility he faced when trying to nominate at the same time at Angoram.

Where does Arthur Somare get all the money to fly around in helicopters?

Great! Richard Maru is CERTAIN to take up the stealing that Wararu left behind. NO CHANGE FOR US POOR SEPIKS! Another stil man will be in control.
