As for why Wingti doesn't have a knighthood, it couldn't be because he turns his back on his country by living in Australia for nearly 20 years - after all, Sir Julius Chan has done exactly the same thing. Nor could it be that Wingti stole too much money to be knighted, since we have heaps of mega-thieves as knights.
I think the corrupt Wingti actually doesn't care. If you see him in everyday life, he's quite a grassroots in his behaviour, the way he dresses, etc. I feel sad that he came to feel that being paid by the taxpayer wasn't enough for him to focus his attention on the people's business rather than continuing to spend way too much time on his personal businesses.

Considering australia doesnt follow the british award system because they have their own. They don't recognise knights or dames it may be quite easy for PNG to outnumber them in this regard.
From what I've heard he was offered a knighthood some years back but refused because he wanted to play politics first. I think he will accept eventually.
