Anderson Agiru has overseen a budget of close to K3billion kina for the SHP over the last 10 years. Sadly there is nothing to show for as most of the roads, bridges, aid posts and schools were built during the colonial era and are crumbling. Where has all these money gone to. Anderson Agiru is the only person that knows where it is.

Based on this assesment, I urge all my Hela brethrens to VOTE OUT ANDERSON AGIRU if Hela is to progress as a province.

To all you Hela's I say, Lets vote out Anderson Agiru the greatest con artist, lier and robber of peoples money.

It is amazing to me how absolutely stupid the Helas are. I assume it's because none of them have gone overseas or done any economic comparisons. With the huge amount of oil money that has come into the Hela area during all the years Agiru has been in power, today there should be at least one small, developed city in Hela. Easily. I mean, the amount of money paid to SHP has been mind boggling. Yet you see hardly any change in all SHP, the highlands highway is in far worse condition than it was during the 1980's. The fact that Helas don't seem to realise literally how many multiple millions of kina have been stolen is exactly why they keep promoting this laughable idea that Agiru has brought any development at all to Hela or to SHP. It's like Agiru steals or gives his wantoks 98 toea, leaves 2 toea for Hela's development, and the Hela people stupidly do big singsings in celebration to Agiru because they got the 2 toea from him!!! Hilarious!

They have no clue what the big picture would tell them. No clue at all. But at the end of the day, I reckon Agiru is the smartest cookie of them all because he has successfully pulled of the scam and no one up in SHP seems to have figured it out!

Whadda mean? Agiru SOLD OUT PNG on the gas deal. Do you have any concept, any concept at all, of how much money Exxonmobil and their foreign partners are going to make off this deal?

Agiru was a fool for giving them a NON-renewable resource at such a bargain basement rate and you're a fool for following Agiru.

However, if you look carefully and apply some thought process into determining the root cause of all the corruption and abuse of public funds, you will see that Agiru is to be blamed for all these. In all the years that he was the governor of SHP, he was never in the province for more than a week. How can a province function when the political head was forever living in the Travelodge Hotel in Port Moresby. His absence created an environment that equally corrupt and undisciplined public servants took advantage of by stealing from the public coffers.
Agiru had 10 years to correct the public service machinery to be effective and functional. He failed to identify the so called measures you're mentioning here.
Bro, I am a Southern Highlander and I take note of your big statement here. We will try and pick up the pieces and try our best to move forward. We have been backward for the past 10 years under Agiru. To me he is only popular in the media but on the front where it matters most, he's full of empty promises, hot air and rhetoric. I am thankful that he will now be the Hela governor if he wins. He can then build your dream city - ZERO City. I look forward to the day when the boeing 747s, jumbo jets etc will fly direct from overseas and land in the new super airport. I look forward to people from the other parts of PNG coming to the referral hospital in Hela where all the best medical doctors will be employed. I look forward to seeing Agiru leaving his comfort zones in Port Moresby, Cairns, etc to live in Tari and rule his beloved Hela.
Bro, I've heard of all these dreams that your hero uttered in a public gathering in Tari.
In my humble opinion, he's very good at mind games. He's a master tactician and manipulates and brainwashes simple people. He takes advantage of the ignorance of the uneducated majority.
Thus, all the above promises are HOT AIR and and will never come to fruition unless someone else runs the province. Kutubu and Gobe projects have been operating for 15 years and we have not seen any tangible development from the windfall funds generated. The LOs living standard has not changed in these project area and today remain mere spectators.
Hela will be no different.Most of the Hela LOs are already spectators in the LNG project and they are grumbling in the media almost daily. Does this show that Agiru struck the best deal for them?
Bro, you can keep dreaming but I don't see you progressing any sooner. Hela will never become the model province that your hero is preaching. IT IS JUST HOT AIR as usual.

Mr Pro - Agiru, Fasa and everyone in this forum discussing on the issue of whether to vote out Agiru is quite interesting.

I am challenged by the following statement as a patriotic Southern Highlander and Papua New Guinea and I requote it again:

From a personal perspective, the poor and sorry status of our beloved province is one that is man made. And I beleive man alone can change that.

I believe, the nature had heard our cry and given us a new province that will help ease some of the problems that the province has endure over the years. Formost, I want to say thankyou to Agiru and the people of HELA who are very hard working and I believe they will use their same labor to develop the new province of HELA.


Back to the dysfunctional SH Provincial Administration. There are numerous factors involved in the cause of the downfall of our beloved province of Southern Highlands. Being the so called resourceful province, we have been disadvantaged for almost the last three decades. Nothing from the extraction of all those so called resoruces has materialized in terms of physical infrastructure developments.

The failure in the system of our provincial government started about 30 to 40 years ago and had gradually being developing since it came to some state where everything exposed to the outside and whole country can witness it.

Lets not blame one particular human being beccause a human being has his or her own strenghts and weaknesses.

We must get the blame ourselves........meaning everyone is the casue of whats happening in the province....and to fix it we must not expect one particular PM or governor to make miracle and fix everything that thousands public servants and fraudlers in Southern highlands create.

It will take exactly the same number of years or more to eradicate corruption all the loopholes in the province. And to do so all the educated elites of Southern Highlands must unit, have one common mindset and we will eradicate things that are poisoning the development of our province.


I see that Agiru had pland to develop SHP but there were alot of obstacles beyond his capacity to manage.

As soon as Agiru was elected governor for SHP,the Waigani politics took hieghts where Agiru play a major role in both national and international level in signing making the PNG LNG Project becoming relaity in PNG and at the same time Agiru ensured that the Hela Province issue is fast tracted at the same time. I beleive, as a result of Agiru's involvement in the these major national projects, Southern Highlands was sacrificed for the gain of Hela and PNG.


Not too bad, Southern Highlands will now develop so don't put off Agiru. Agiru is a smart leader. He initiated some important changes like setting up the investigation team to identify and remove the ghost names in the provincial payroll. The subsidized education fee for the tertiary institutions which was unable to sustain.

Yes, the governor was not present in the province but in his ubsence, he appointed the Ps turned out to be MP for Mendi Open, Joseph Issace. Ps. Joseph being the true son of Mendi, he would have initiated some very important changes in the province.

The governor had limited time to visit the province and instead and gave all the financial powers to the acting governor and the provincial administrator to run the province. So theres no point in pointing all our fingers at Anderson Agiru as he is just a human being like us and has his own limitations.

Secondly, I admire the leaddership of Anderson Agiru because he has made one admirable decisions to alligned with the old Somare to fast track LNG and Hela Province. Because of these, SHP, HELA and PNG will beenfit.

When Anderson Agiru first became the governor for SHP in 2007, he reversed the Government Gazetted (ACT) Queensland Pipeline Agreement b/w PNG Government and the Australian government to pipe off all the raw oil and gas directly to Australia. Agiru advised his old lupun PAPA CHIEF SIR MICHAEL SOMARE to reverse everything. Theres none of the 109 members who new any idea of LNG Project. They would signed everything and send all the raw crude oil and gas directly to Australia and as a result, no spin off benefits in PNG. That benefits of that decision far outweigh the beenfits of any projects that were signed in PNG in the past. I salute Agiru for this bonus!

And some of the positive effects/benefits of Agirus advice are listed below:

1. Restore billions of dollars the PNG government should lost through signing off raw deal in the Queensland Pipeline Project to Australia.

2. The Gas will now be processed in PNG and fortunately, will provide thousands of employment for the whole nation rather than only for the Southern Highlanders or the Helas.

3. Spin off benefits for the land owners....the opportunity and the environment is already created there but the so called TARIS are not making full use of them as they have never being exposed to such development in their lifetime and have narrow mindset in the abundant benefits that such project brings.

Thus, the environment for investments is there for everyone in Papua New Guinea. It is the matter of how smart you are and working hard to tap into all those kinds of opportunities. Some of the success of lancos like ranswonderland, what a successful landowner company! Larry Andagali did not start his business from the LNG Project spin offs, he has pre-established it and anctipated for the LNG, he made several jumps when the LNG Project created the opportunity.

4. I see that Anderson Agiru has achieved many things with one stone like deliverying the LNG Project successfully, getting the Hela Province successfully and I beleive he has many things to offer for Hela and PNG. Agiru is a national leader and has visions for his people of Hela and PNG.

I see that Helas are born leaders, they are hard working, and there is no doubt there are many like Agiru and for sure they will develop Hela.

But we Nipas, Poromas, Mendis, Ialiabus, Kagua Eraves, Pangias must put our heads toghter and think strongly on how well we can develop our province. Lets not talk about Agiru...

As Pro-Agiru has mentioned, and I support him that Agiru is a savior for Hela and ofcourse that is a true statement. The Helas repect Agiru because of his leadership. Many in Hela, SHP and PNG are complaining that Agiru has made foolish decision for LOs in the PNG LNG Project but I beleive, the LOS themselves were the hindrance to Agiru and the Hela leaders because they aligned with other MPs like Duma and Patrick Pruates etc.

So we must pray to God and vote in one true son of Southern Highlands and we will hold hands together and change our province for the better.

Isn't it pretty obvious that the only ones getting rich under the LNG project are ExxonMobil, the expats working on the LNG project, and the spivs and thieves in our government?

The gas money is going to all go into the pockets of a select few just like all the oil money went. No true development will come out of it.

The obvious answer-Look all around SHP - the backwardness of the whole province is all the evidence any thinking person needs that huge amounts of money have been stolen. Look at Mendi. Look at Tari. Look at Ialibu. Look at Kopiago. Look anywhere and everywhere in SHP and tell me where these hundreds and hundreds of millions of kina have gone.

If SHP were Australia, there'd be 4 lane highways with that kind of money, and excellent infrastructure in all the towns. The schools would have heaps of books, lab equipment, etc. There'd be no such thing as potholes, and bitumen feeder roads would go into all the main rural areas.

Literally hundreds and hundreds of millions of kina have gone into SHP since 1990, and what do we see as the result? Hmmmm? HHHHHHMMMMMMMMMMMMMMMMMM?????????????????

Now the freedom of choice is in the hands of the 4.5 millions plus eligible voters in PNG to vote for a change in SHP and in the whole of PNG.

What are we as elites and voters going to do to choose the right leader who can initiate the change the people want in the province?

Ok. We have the golden opportunity at our doorstep so first thing first............let us forget about our relatives or friends who are contesting this election. Lets put our mind set far behind the thinking confinements of our people, community and the rest of PNG.

Lets set standards that meet the kind of leaders PNG and Southern Highlands want for change........these are qualities of good leadership...say we start with........

1. An aspiring leader should authomatically have only one wife... if a leader has more than one then that leader is obviously self-fish and wants more than what God has promised more him. So there is no doubt this leader will be tempted to become a greedy and self-fish leader.

2. Must authomatically be a member of one the christian churches in PNG. And must obviously be a God fearing and uphold the God's word at all times.

3. Must not be a druckad, womeniser, gambler, hotel goer and so forth.

4. He must have a good and well respected family man in the community. He must seem to be of good standard in taking care of his family and the community at large

5. He must not be affliated with any party or national leaders who has been found to be implicated in fraud or and corrupt deal. he must be a fresh and independent man/woman.

6. His public life must be well scrutinised so that in the future when he get elected into parliament so the the elected MP can not mess up the people's mandated office whi his private affairs.

7...more and more....add on.


I beleive the people of the respective electorates in the provinces should set a standard where they can be compared against all the qualities of the intending candidates and the people should vigorously screen every individual candidate.Those who could not meet the standard could be authomatically eliminated until the last candidate who meet all the criteria should be voted into parliament to make a change for the people.


We should put all the intending candidates in one pool and and choose according to the criteria the people would established.

Maybe these kinds of rules need to be enacted in parliament and be made known to the people of PNG so that we must make our business to know all these standards and criteria in choosing the right kind of leaders.

This year is abit too late but we can start educating our people in the communities we live so gradually can have impact.

Some of what you said is very good indeed. Other things what you have given as requirements we can already see don't work.


1. Wife requirement - great. Just like most countries of the world. If you get tired of one wife, don't take another and another. Divorce one, support them financially, then marry your new love. But no 2 at a time screwing around.

2. Church requirement. It doesn't work, can't you already see that? Honestly Julia Gilliard a confirmed atheist is a million times more honest than our so called holiest church members in PNG. Every candidate says they're Christian and every one says they're God fearing. It's all bullshiat. Thus these are NOT good requirements because they're meaningless.

3. Good one.

4. Good one except that we're all required to take care of family and wantoks or other blood relatives, so that doesn't count. The true sacrificers and caring people are the ones who do things for people who have NO RELATION to them. That should be the real test.

5. Basically unworkable. Our judicial and police system is so broken down that hardly any pollie has ever been convicted of any corruption. Yet we can see with our own eyes that when billions of kina are disappearing this means that the majority of our pollies are THIEVES AND COMPLETELY CORRUPT. OK, make it a requirement but understand that nearly all pollies will slip under your rope.

6. His private life is as important as his public life in showing us his relative emphasis on personal greed versus giving to others. Any candidate that chooses to enter public life, anywhere else in the world, expects that their private life also becomes public. Look at the Queen and her family, how many scandals did we all once hear about in her family. Should be true for our pollies too. We don't know hardly a thing about O'Neill's wife and family, isn't that BIZARRE for the 21st Century????

The problem with your #6 is that none of the information about what they're doing is available to the voters. The pollies PURPOSELY keep all this secret. How do you propose that we force the pollies to put information about their activities into the open? Because if you don't have a way, this proposal is also unworkable!

Seems to me like he blended your best ideas with his ideas to come up with a pretty good starting structure we can all look at. How bout the rest of you out there, can't you add some stuff we should consider?

The loose end that I see and was noted by the other writer is that we can't find out anything about what the leaders are actually doing in their public lives except for their exaggerations and lies just before election time.

Maybe the solution to that is constant letters, knocking on their doors at Waigani, etc throughout the 5 year cycle, not only just before election.

Those are my thoughts/additions.

I see the people in this forum are good at making comments but limited in coming up with new and innovative ideas to put head on these challenges.

All these leadership problems are not naturally occuring things, there are people made/man made so we have the capacity to handle them good and propper.

One question:

Who choose the MPs to represent the people in parliament? Is it the people or the MPs themselves authomatically become members?

I need this question be answered.

you got the point.

I believe the people have the power to vote vote for their leaders. It is not possible for leaders to claim that power unless the power allow them to do so.

Yes, we the people need to set some criteria to assess the qualities of leaders, and whoever meet all or most of them are likely to be voted into parliament. Just imagine, if we in this public forum are serious, get the message we disscuss here,then go and educate our people back at home. I beleive we would make a difference. Its just a matter of trying.

Give us ideas how to tell the difference between pollie lies and pollie tru tok (maybe nothing they say is tru tok)and maybe we will pick better leaders armed with those skills & info.

There are good leaders but the problem is that people at home are not being educated about the characteristics of good and bad leaders. Some of the qualities of good leaders are listed below:

1. Good leaders have good vision and stay with the people in the community and empower them to achieve the vision he or she has. This is not only during the times of election but as long as the the leader lives in the community. Such leader does not just pop up in the eve of elections. He must be a leader at all seasons, sleep kirap, kaikai wantaim ol man lo ples na mas understandim life na hardship blo olgeta man meri long ples.

2. A good leader must have only one wife and does not mingle around with young girls or other men's wives. They are faithful to their only and one God given wife. A good leader's family and house is always in order.

3. A good leader must be observed to be a good and trustworthy Christian who fear God at all the times in his life. Must not be a drunked, womeniser, party goer.

4. A good leader must not be implicated with any criminal conduct or whatever of that sort. Must have a nil criminal record. Must not be affliated with any corrupt or suspicious political parties of leaders who have seem to have abuse people's money or any questionable deals.

5.A good leader obviously is not greedy.
He/she will alway try to help his people and empower them in any simple or bigger way in his capacity in the ordinary times. That kind of leader is the leader of the people, he will be there at both good and bad times. He understand better of the problems and challenges the people face daily than others who are coming with money, vehicles and confusing everyone with their unrealistic political agendas and all sorts of con speeches.

These are some simple and straight forward qualities of good leaders that the people can open their eyes and see and consider them when going to the polls.

Someone can add more on what I have said above........................

What are you afraid of? Remove this common mindset and try to put your GOD given thinking caps outside of the box please.

I partly agree with your analysis of the importance of our constitution. Yes, the constitution, not only PNG's but throughout the democratic world, it is there to guide leaders and avoid the dominance of evil in the society.

One of the significant person that led to the poltical impasses is the so called CJ, a well respected person who could have been the very last person to bend the law. He shouldn't be alligning with any politician, party, business or any individual persons but should whole heartedly uphold the spirit of the constitution at all times.

Bro, I'm not a stupid that would be ignorant of the importance of our constitution.

I understand how important is the constitution. I have been at that level of your thinking and understands you. However, and to the point, I tell you that the very last person to break the constitution among others in the Chief Justice of the land.

Unfortunately, the CJ did not realize or might have been ignorant of the subsequent consequnces that would result from his narrow and bias decisions.

Mind you, the CJ was the only one that cause all the havoc and destruction of the constitution. The damages made by the Oneil-Nemah government was revolted arounded the CJ's decision on the 8th of August at Waigani court house that declared Somare as the Prime Minister.

If he was wise and have concern for the constitution and consider all the consequences of his decisions, then he would have delivered an intelligent decision over the court of whether Sir Michael be the PM or not. He should have made a decision in such a way by considering both sides of the parties so that no problem could eventuate as a result of his decisions. For instance; the CJ should not declare Sir Michael as PM but would throw the case back to the parliament so that the 109 members could make the decisions.

They should vote for a new PM...........If Somare had the number, then he should form the government otherwise.

Just after the court's decision the parliament has moved a vote of no -confidence on the floor of parliament to vote for the vacant PM seat. The CJ did ignored that his decision could ignit problems as most of the MPS and the country was already sick and tired of the Somare government.

And one of the frustrating thing is that the CJ continues to hide behind the comfort of the constitution and make bias decisions compromising the integrity and subsequently suppressing the spirit of the constitution. So who is the CJ? Is he like one of the ordinary citizen of this country or is he above the constitution? Does he owns this nation? He is just a bunce of ordinary like PNGians.

Consequently, PNG observed the counttless poltical impasses, all these chaotic environment was created because of the first decision this foolish Judge made.

So now my bro, I love my country and I love my fellow countrymen and women like you. Lets not talk about the democracy or the way of governance of other countries. Well, its good to get a glimpse of similar democracies of the world but bear in mind that some of the very important aspect of the issues at hand may not be applicable in our context or vice vesa of that matter.

So lets not get a photo copy model from otherside to come and experiment it in our system which does not go well.......just because some models may work but others may not.

I have said it already and am saying it again. The national constitution is meant to dsicipline the evil people and those people who look after the constitution take advantage their positions, hide behind the comforts of the constitution as if it is their private affair....then the good thinking people must bend it...I don't mean break it...ie; patch the loopholes to avoid such in the future....

So that was what exactually happened and I beleived the CJ deserves such treatment and even a life sentence.

Bro, there are different ways of thinking that humans have to put into practice: Horizontal thinking, vertical, lateral and so forth. But many people use one type of thinking which is the straight forward or mind programmed thinking that we have learn through the normal classroom processes.

Wake up and think.................
