      OW should model after boys hockey. One age group per team. Then associations should be allowed only one team at all divisions dropping B. You end up with AA, A and BB. Get rid of all this minor and major crap. You will see a lot less movement because a team can compete in AA year after year with a core intact which would lead to better development. People leave an organization after playing AA in their major because the next year they are a minor and it is hard to crack the line.
