Special envoy for Skopje to oversee reforms By Judy Dempsey: The European Union has agreed to appoint a special envoy to Macedonia to oversee implementation of political reforms so often promised by Boris Trajkovski, the republic's president. If reforms are implemented and the six-day ceasefire holds, Nato plans to supervise the demilitarisation of the ethnic Albanian National Liberation Army and decommissioning of weapons.
(Step 10 from the Manual). "The envoy" in this context is an euphemism for a ruler of the kinds seen in Bosnia and Kosovo. "Oversee" is an euphemism for "control"; for that he need teeth; the teeth will be provided by NATO.
Negotiation now taking place is about convincing Macedonians (in the government) to accept three main clauses regarding the "rights" of Albanians and the implementation of these rights: (a) proportional representation of Albanians in all government and military structures; (b) presence of NATO to ensure implementation; (c) an overseer (ruler) to drive Macedonia and Macedonians into oblivion. The language rights and other stuff of that sort is something the Free World could not care less for, unless combined with all above. We'll soon be able to see how wrong I am.

Holly Cartner Executive Director Europe and Central Asia division (Human Rights Watch) ------------------------------------------------------------------------ "NATO and its member states have invested heavily in the Balkans," said Holly Cartner, executive director of Human Rights Watch's Europe and Central Asia division. "But they have failed to insist on accountability and respect for human rights, bringing us to the brink of yet another Balkan conflict. This time it's Macedonia."
(Step 4 and Step 7 from the Manual). Here is "Human Rights Watch" doing its part of the dirty work. Pay attention to the statement by Cartner: it implies that the war in Macedonia is a consequence of "unaccountability and irrespect of human rights". Of course, it is understood that the human rights are violated by the Macedonian government. Albanian gunners, as we recall, are just fighting for the rights of Albanians in Macedonia (the same rights they got in Kosovo). The Consumers of the Free Press (quoting HRW - itself a part of that machine) are lead by their hand to conclude that a another humanitarian intervention is dearly needed.
HRW is stuffed with a Free World elite, knowing damn well what the main goals of the Free World are. It camouflages its role by occasional carefully chosen reports of abuses committed by Albanians. (The torture of the Serbs abducted in Matejce could be classified by the Consumers of the Free Media (those who do not follow golf) as another case of justified revenge by poor Albanians suffering in the hands of the evil Serbian regime; who is to dwell on details.)

France Press: Department spokesman Philip Reeker said. "We call upon the extremists to stop the violence and to respect the restraint of the government and end all violence,
(Step 7 from the Manual). As long as there is restrain, the wheels are firmly in the possetion of the Leaders of the Free World. If the government does not show restrain, then it will face a letal combination of Albanian guns and Free World criticism - the formula for success.
Times Newspapers Ltd: NATO received a request yesterday to send troops to the Former Yugoslav Republic of Macedonia to supervise the disarming of ethnic Albanian rebels as part of a peace plan. Britain and other NATO members showed no enthusiasm for alliance military involvement in Macedonia when government heads met in Brussels on Wednesday.
(Step 10 from the Manual). Beautifully executed. Note the nominal reluctance to intervene. When they (through NATO) eventually do intervene, that will be a sacrifice for peace and humanity. The above mentioned request may contain some conditions or points of importance that do not fit the Grand Scheme. In such case the Free Press is to subdue them. Otherwise, it would be very unfortunate if the Macedonian government played straight into their hand.

Institute for War & Peace: Macedonia's peacemaking premier has turned into a dangerous hawk. By Vladimir Jovanovski in Skopje (BCR No. 255, 13-Jun-01) Perhaps the greatest political casualty of the Albanian insurrection is prime minister Ljubco Georgievski. Only a month or two ago, it seemed Georgievski, the leader of one of Macedonia's largest political parties, VMRO-DPMNE, would emerge as the saviour of his country. He was insisting that the current crisis could be solved by improving the civil and political rights of the Albanian community. But recently, the premier's approach has changed radically. The peacemaker and unifier of Macedonia's disparate ethnic groups is now an out and out hawk. Now he believes that the only way of resolving the crisis is by declaring war on Albanian militants. His public statements are inflaming tensions, just as the conflict seems set to escalate into a full-scale war. NLA fighters are now on the outskirts of Skopje and threatening to shell the city. Tens of thousands of Macedonians and Albanians are fleeing in panic. But in pressing for a military solution, Georgievski has provoked a hostile response from all sides of the political spectrum and the international community. From being part of the solution, he is now widely considered part of the problem. As a result, his popularity and that of his party has dropped significantly.
(Step 6 from the Manual) Humanitarian or Peace organizations make me suspicious: they are usually stuffed with associates of the Governments of the Free World - or at least with the Consumers of the Free Media. Their freedom has been manufactured by the Free Media (Chomski-ism; talking about Chomski - there is a book by him about Kosovo where he displays all of his own manufactured freedom).
Notice the choice of words: "Now he believes that the only way of resolving the crisis is by declaring war on Albanian militants". Since it was the Albanian militants who declared war in Macedonia, what options does he have? Moreover, a significant part of this militants are not citizens of Macedonia which makes the war partly a foreign aggression. What would the reaction of the American Empire be if Mexicans militants instigated a war in California. Improving the political rights of American Latinos ?
We notice that the author of the article is himself a Macedonian. It is a far cry to claim that it follows that he is just an extended arm of the creators of the Great Scheme, for he may be genuinely striving for a perfect society. But he is surely playing the best song they want to hear. Macedonian self destructive participation in the Steps of the Grand Scheme is the best the Free World could hope for.

SKOPJE (Reuters) - Ethnic Albanian rebels urged deployment of NATO troops in Macedonia on Thursday to underpin any peace deal as Western powers stepped up pressure on Skopje to halt a slide toward civil war.
(Steps 8, and 10). The same terrorists and dogs (Roberson) show unfaltering love for NATO What could their reasoning be, given that the very leader of NATO hurt them so much by calling them dogs. Do they think that NATO is their ally, and do they have any reasons to think so, despite words? Well, they surely might. Perhaps they rely on deeds rather than word destined for the products of the Free Media. Perhaps.
Let us imagine the scene of NATO entering Macedonia to establish suitable peace. Who would came out and pour flowers and kisses for the soldiers of the Free World ? Is that hard to guess ? The coming of NATO in Macedonia under any pretext would be the point of no return for Macedonians in Macedonia.

Dailytelegraph (Nato's duty in Macedonia):Bush is upstaged by Balkan crisis THERE is no doubt that Macedonia is sliding ominously towards civil war. Yesterday, ethnic Albanian rebels fired at police positions on the edge of the capital, Skopje, demonstrating that the army and interior ministry police are incapable of defeating them without foreign assistance. Communal civilian violence is growing. Members of the ethnic Albanian minority are fleeing to Kosovo. The coalition government, embracing representatives of both the Slav majority and the Albanians, looks increasingly fragile. It is not difficult to foresee a collapse of order into which neighbouring Greece, Bulgaria and Albania are sucked. The mayhem that has accompanied the disintegration of the old Titoist federation has yet to run its course. If Macedonia's parlous state is incontrovertible, it is not at all clear what NATO proposes to do about it. Reacting to the dramatic news of rebel advances yesterday, the informal summit to welcome George Bush in Brussels sent out confusing signals. Tony Blair and Jacques Chirac called for more to be done to help Skopje counter the insurgency, while Mr Bush ruled out intervention in the absence of a political settlement.
Bush ruled out intervention ! Ruling out is a foreplay to ruling in. The purpose is multifold. The Consumers of the Free Press witness the many dilemmas that the Leaders of the Free World face. The Leaders do not make light decisions. They first try to leave the matters in the hands the locals - only after it is apparent that the locals can not make it, then they show their infinite generosity. According to the in advanced distributed roles, the locals will eventually need help. After all, they (the locals) are just Balkan people and so they are not up to the tasks only the Leaders of the Free World could handle. The rule-out to rule-in process takes as much time as needed to install (by the Free Press) appreciation in the minds of the Consumers of the great need for a humanitarian action. Eventually, that will happen. And Bush and the other Leaders of The Free World WILL take the tough decision and commit NATO troops to yet another humanitarian action.

BRUSSELS (Reuters) - President Bush came under pressure on Wednesday to back a greater NATO military role in the Macedonia crisis or stand back and watch his European allies take the initiative.
Bush, the Great Leader of the Free World undergoes a gentle pressure by the other Leaders of the Free World. He will then think hard and eventually, at the right moment, acquiesce to the humanitarian needs of whoever. Albanian eyes are smiling.

Step 1: Manufacture need for help and guidance.
Macedonia was relatively peaceful till around February of 2001. Problems with the exponentially expanding Albanian minority certainly existed and the Macedonian government was certainly aware of them. However it postponed facing them straight on, perhaps hoping that the Albanian aspirations were sufficiently met by the democratic structures of the state and that these problems would eventually evaporate in the developing democracy. It is likely that the problems would have surfaced at some time in any case. That became irrelevant though, for the strategists of the free world decided that now is the right moment to start the Albanian wheels turning. The conditions were set by the establishment of the Kosovo protectorate, complete with a not-quite-disarmed KLA army eager to continue its struggle to match the expansion of the Albanian domain with the increase of the number of Albanians, and with a large NATO military base around Uroshevac. The state of Macedonia, being small and unprepared (partially due to the ostrich approach) needed help. The Free World, of course, is the only one who can supply that help (or not exactly that help)and profoundly influence the events.
Step 2: Never lose the reins of the events.
The small Macedonian state could or could not deal with the insurgents. The Leaders of the Free World should maintain exactly that state of could-or-could-not. They should call for restrain and dialogue when Macedonians appear to have some chance for a military success; in the diametric case, Albanian insurgents and aggressors should be strongly criticized, if necessary even by calling them terrorists, dogs or other names hurtful for their feelings. In such a way The Leaders of the Free World should constantly steer the wheels of the war in the direction most desirable for complete control. If this requires frequent visits by high level emissaries, then so be it - no pain, no gain.
Step 3: Never explicitly reveal your intentions
The goals of the Empire and its satellites should not be visible by a naked eye. To the consumers of the Free Media and Free World Governments products the Empire is inherently and by definition noble, for the Free Government represents the Free Consumers, and the Free Consumers are mostly good people, though not particularly interested in the marginal life outside the Great Free World. Occasional errors made of the lifes of many thousands of other people are understandable.
The main goal of the Grand Scheme is to be masked by human rights issues. The Free Media should never forget to end its reports by the mandatory "Albanians fight for more rights in Macedonia" (as it was customary to end the reports on the persecution of Serbs in Kosovo by "Albanians suffered during Serb regime and are now revengeful).. No details should be provided. No comparisons should be made, for they may reveal a bit of the other side of the humanitarian actions by the Free World and their clients. The reference point for the "suffering" of Albanians in Macedonia should be a perfect society with equal rights for all individuals irrespective of their ethnic or religious background; the reference point should most certainly not be the record of Albanian freedom lovers in the Kosovo protectorate, where Serbs live in Ghettoes and people are killed for asking "What time is it?" in Serbian.
Step 4: Focus on the goals and act accordingly
Empires are guided by their interests, not by sentiments. The main goal of the American empire, as it would be to any other empire, is to expand its domain or sphere of influence. Long term expansion requires trusted allies. Macedonians are not classified as trusted allies., despite their efforts to prove the contrary. Albanians are trusted allies. For obvious reasons they love NATO - in Kosovo it brought them "freedom" of other people. They also, by and large, dislike or hate Russia. Russia is the potential strategic rival, or the big game the Free World is after. That makes them even more suitable.
Since Macedonians lack the potential for demonization that, for example, Serbs have, a fresh approach was required. The simple idea is to construct a mechanism for a smooth transition to Albanian Governed Macedonia. Given extraordinary birth rate of Albanians, simple mathematics shows they will soon become absolute majority in Macedonia. But the strategists of the Free World realize that only the simple majority is insufficient for certain Albanization of the government (and the country) and for a permanent installment of lovers of NATO in the future Macedonian governments. The problem is their distribution: their demographic explosion is sufficient to overpopulate parts of western Macedonia and it does not automatically bring dominance in the society. The most necessary component in achieving the final goal is called proportional representation. The rest, including the wording of the preamble of the constitution is a smoke screen. With a clause ensuring a proportional representation in the government, the only thing the Empire and its allies have to do is sit and wait (not for long) for the fruit to ripe and fall straight in their mouths.
Step 5: Those who are too small to be demonized are small enough not to exist.
This may be a crucial step in the whole play - it needs full dedication of the Free Media. It is also a step that is the easiest to underestimate.
In general, Macedonians and their ancestors have always been victims, especially during the last couple of centuries. Killed by Turks and their Albanian allies during the 19th century, exterminated or hellenized by Greeks in the 20th century, events beyond their control squeezed them into a relatively small part of their original domain. Their state is small and weak. It is hard to demonize them the way Serbs were. What to do ? Here is an ingenious idea, straight from the pages of science fiction novels: talk them out of existence.
From the very beginning of the conflict, the Free Press, miraculously coordinated, has been consistently using the term Slavs in place of (ethnic) Macedonians. The benefits (to the realization of the main imperial goals) are multifold
Stripped from their nationhood, Macedonians lose entitlement to a state of their own. Apparently, as "Slavs", they could live in any Slavic country and feel just like at home. To the ear of a Consumer of the Free Media, Slavs in Macedonia sound like implants or visitors - something one could certainly not say for Macedonians in Macedonia. To the educated minority of the Consumers of Free Media, Slavs in Macedonia also sound conspicuously close to Slavic Russians - the theme used many times to explain Russian "sensitivity" to NATO bombing of Serbia. All that helps set the scene (through a transitional period of a Macedonian admixture of various people, including "Slavs) for the final solution: Macedonia without the "unreliable Slavs", or, at least, Macedonia with the "Slavs" permanently stripped of any political power. How easy to digest Macedonia without Slavs - how bitter Macedonia without Macedonians feels.
Let us pay attention to the Great Free Media, acting (acting as in a play) on its own, or fed by news agencies like Associated Press or Reuters. Their dedication to the mission of the Empire and the rest of the Free World is outstanding: there is no detectable major dissidence, save a few occasional exceptions (BBC). The Imperial Party Line overrules any local codes of ethics or such. Consider the example of Associated Press. Surely, using Slavs instead of Macedonians is inaccurate at least. Now, here is their own Code of Ethics:
The newspaper should guard against inaccuracies, carelessness, bias or distortion through emphasis, omission or technological manipulation. (in http://www.apme.com/about/code_ethics.shtml)
Does this matter? Not at all. They (AP) have been told of their "error", but that has not made a dent in their dedication to the Imperial Cause.
Step 6: Vilify those who disobey or resist.
Those who resists are to be first gently knocked in the right direction. If they persist, then they are promoted to Undemocrats, War Mongers or Hawks. The next rank is Tyrant and Ethnic Cleanser. The top rank of The Embodiment of Evil qualifies the bearer for a picture on the front pages of the Free Press.
At this point of time (June 13), The Macedonian Premier Georgievski is a War Monger and Hawk; he dared to be too critical of NATO's "work" in Kosovo and, even more out of the global line, he twice threatened to proclaim a state of war. Now, that would have taken the Macedonian saga straight out of this manual - and out of the grand scheme of the Empire and the rest of the Free World. The Leaders of the Free world would have encountered some difficulties in executing Step 2, and that is bad. The Leader's strategists undoubtedly have a contingency plan for such cases - but that might make Macedonia visible enough to be spotted by the followers of golf, basketball and baseball and so it would require a substantial increase in energy to steer the Free Consumers into a self-congratulating state of unselfish humanitarism.
Step 7: Pretend evenhandedness
The Empire and the Free World are just around to make conditions for love and peace between nations. So, they are evenhanded. They are against terrorism but they are also for more rights for Albanians in Macedonia. [More than whom ? More than the rights enjoyed by the (ethnic) Macedonians in Greece, say?] Empires do not give a damn about rights, except for their own right to remain Empires.
Here is a typical example of Evenhandedness:
The United States has called on Macedonia to refrain from declaring a state of war and maintain instead its "measured response" to the rebel violence. US State Department spokesman Richard Boucher said: "We don't see that a declaration of a state of war would serve to advance this kind of political reconciliation, political solution." He called the killing of the five soldiers on Tuesday night "a reprehensible act of violence". (Reuters, June 7, 2001).
Evenhandedness also includes underreporting (or over-reporting). Was there any instance of the Free Media using the word massacre when reporting about the massacre of the eight Macedonian soldiers in May. They were massacred with unspeakable, inhuman veracity (pictures and pathological analysis of their wounds were available on the web).
On yet another level, evenhandedness means that both parties are pressured for a peaceful solution. This really means that Macedonians should make enough concession to meat the strategic goals of the Grand Scheme as soon as possible. Albanians may be too eager and impatient - but, for the sake of evenhandedness, they have to wait a bit.
Step 8: Keep up the pressure - never let go.
If the talks falter, if Macedonians do not accept the right compromise, then, by all means, let them know they do not have a choice. Let the guns do the talking, while at the same time encouraging restrain, until Macedonians get to their senses and accept the Grand Scheme. With a logistic base in the Kosovo Protectorate, Albanians have all means to wage a long war for their rights (at the high expense of someone other's rights).
Step 9: War through proxies is the best war of all.
The ultimate goal of a general is to win a war without casualties - without casualties among his solders, of course. War through proxies all but guarantees such a pleasant outcome (pleasant for the general). The proxies themselves may have their own motives to wage the war - but that is beside the point. What is important is that proxies offer so many advantages that, from a point of view of a Leader of the Free World, it is a pure pleasure. Among other niceties, they can be called names (dogs, terrorists) after overdoing their part of the dirty work (killing too many or so). The purpose of name calling after killing is to reaffirm among the Consumers of the Free Media the commitment of the leaders to humanitarism. Small bonuses of such type should not be underestimated: even empires need dedication from their own people who, in turn, require from their leaders to be as generous as they themselves are, so as to achieve a perfect magnanimous harmony.
Unless something major changes the course of the Grand Scheme, it is expected that NATO will enter Macedonia under whatever pretext. Once it is in, it will be never out and it would be too late for Macedonians to prevent their ultimate marginalization (up to and including their extermination from Macedonia).
