Is the U.S. falling behind in QR code use?

PayPal has begun trials of a new QR code system in Singapore, by launching virtual outlets in around 15 subway stations, linking to eight large retailers. It lets commuters purchase items while they're waiting. PayPal said it selected Singapore for the trial as the subways have full wireless access, with nearly 70% wireless access at subway stations.

PayPal is a U.S. company, yet they chose Asia to test this. Are there reasons why besides those PayPal gave?
