Yes, the picture you posted is from a Silent Film, it is a still from the 1925 MGM comedy titled "Exchange of Wives". In the scene pictured Lew Cody is sitting on a large garden swing spanking Eleanor Boardman.
"Exchange of Wives" was daring for its time, and not because of the two spanking scenes in the the film, but because it was a "Spouce Swapping" story. The story is about two couples, each married to opposites. In one the wife likes the night life, and is very social, but her husband is just the opposite. In the other, the husband likes the good life, but his the wife a homebody, very domestic. So the friends decide to experiment by swapping wifes or husbands if you prefer.
This 76 year old film is a "gifted film", in that it has two spanking scenes is still intact, safe, sound and bundled away from prying eyes in the Turner Movie Archive It has never been played on TMC nor has it been released in any video form, at least to my knowledge.
According to a describtion of the film written in a late 1970's Janus "Spanking in the Cinema" article, Creighton Hale also treats Renee Adore (the second couple) to a healthy spanking in the film. I've never seen a picture of the Hale/Adoree spanking.
The old adage "Where there is smoke there is fire", may apply to film directors.
"Exchange of Wives" director, Hobart Henly also directed the following films during the same time period with very spanking suggestive titles, "His Private Secretary"(1925), "Abysmal Brute"(1923),"The Flirt"(1922), "Snooty Snobs"(1921) and "June Madness" in 1917.
