Wayne, Hosea 11:9 does not say that God will not be a man in the future.

It just stated the situation at the time Hosea wrote about it. At that time God was not a man. Whether he became a man later, is speculative. The Bible neither proves it nor disproves it.
God was stating a fact that He is not man

At that time God was not a man. God is a spirit but he could have a human body
