If you want to create a SVCD with high quality and you do not have enough time for 'VBR + highest quality' which of the following options you would you use? And why is this one and not the other?

1)
rate control mode: constant quality
motion search precision: highest quality

or

2)
rate control mode: variable bitrate
motion search precision: normal

My opinion is that above a certain bit rate, say 6000 that the rate control mode won't affect quality nearly as much as it will enable you to fit the product onto the media.

If time is of the essence, then I'd try changing to
DC precision 10
Motion Search Estimate

If there's a lot of motion, I'd consider reducing the GOP size...that has helped me there.

Incidently, while I think that TMPGEnc is the best encoder you can get for free, I am seldom going to use it. I find the interface and the results quirky.
