Layers in graphic not playing correctly

I created a 3 layer title in Photoshop/Canopus Storm/Premiere. I burned an SVCD using the storm softencode and then VCDEasy. When the title comes up it plays one layer at a time! Did the same with a VCD. The timeline was rendered. It plays normal on tape. Wazup?
As you can see, I actually did get my clip burned!!!
Second question: I'd like to play the SVCD on different PCs. Many will not have a software player capable of doing this. Can I place an SVCD software player like WinDVD on the disk to create an autorun CD without worry of compatability. Also don't want a licencing nightmare!
