CKY Effect In Adobe Premiere

Hi, I'm looking for help with creating a specific effect in Adobe Premiere. It's the effect created by Bam Margera on CKY, also on all the other two, but this one is really good, it's roughly 3 minutes 45 seconds into the video (if u've got it on computer). Basically, the edge of the screen starts to "burn" and engulfes the whole screen, now I know it's not the "Flames" effect from Quicktime Effects, it's something else. It's strange, please, if u have it, check it out. Could it be lense flair? A friend said it could be motion blur, but it definatly isn't
