TMPGenc Error "Privelege order error"

Ok, here is the dumbest freaking error I have ever seen.I was trying to encode a VBR MPEG-1 file in TMPGenc(something I have done a million times)and I got the error message "Privelege Order Error".What on god's green earth does that mean? Now before someone spouts off about reading documentation, there is NONE that covers this stupid error.
