vcd problem

I converted avi file to vcd 23.976 fps mpg file. now, I have problem there are annoying delays in picture about every 1 sec. I converted with EO video. I use the instructuins from this page:

please tell me how can I convert without those annoying delays please.

We're probably missing some info from you. For instance, why did you not convert to 29.97 which is the proper framerate for NTSC?

I checked in virtualdub and the info showed 23.697 and not 29.
