per-frame cutter with preview

Hi, does anybody now a program to cut mpeg-1 movies frame based, instead of time based such as TMPGEnc? I want to tell the program the exact frame I want to cut, and using TMPGEnc's time based cutter produces cuts in the wrong places comparing to its preview.

I found one, the name of which I cannot remember, but it did not have a preview windows, so it turned quite useless (since you could not watch the frame you were cutting from).

Mediaware has an outstanding product that is not too expensive and is exactly what you're looking for. Its very dependable. I seldom use it now myself because I pretty much only work with MPEG2, but its got a very simple frame by frame interface.
