Still images on SVCD, pulses of noise, artifacts

I havent encoded a SVCD in a while. I am trying to make SVCD's of my photos for my family for Xmas....

Encoding 480x480 NTSC,SVCD

Could someone tell me what the bitrate etc, would be appropriate for still images without the artifacts?
