Question about Mainconcept Encoder Plugin for Premiere and Vegas

I've tried the Mainconcept Plugin for Vegas and it ecoder my DV avi file to mpeg1 file looks fine. However, I use the Premiere 6.5 included encoder to encoder the same file into mpeg1 file, the quality is very very bad. Can anyone tell me how can I improve the quality?

Second, one of the web friend in here give me a site to download Mainconcept "MPEGEncoderDemo.exe" for Premiere, however, I don't have the serial to activate the software, can someone help? Also, what is this file? Is it another plugin for Premiere? Hope to hear from the expert soon. Thank you very much.
