Samsung DVD SKIPS after several tries!

Hello
I have tried the CCE (Multiplexed it) and TMPEGENC Guide on Encoding.
I have tried different bitrates, 1400, 2000, 2100 all well below 2500 and I have used the correct template for my movies, NTSC FILM.

I have burnt the encoded SVCD mpeg, Signs(XVID) AND Lord of the Rings using nero, vcdimagergui and VCDEasy and also have tried burning on Verbatim and Maxell CD-RWs without luck on 2x and 4x
All of them skip at SOME scenes, some with motion, some without motion. Also the audio does NOT go out of sync after, it continues to stay in SYNC. The encoded MPEG plays fine, the svcd plays flawlessly on my DVD software on my computer.
This is killing me! I dont know what to do! Ive tried a lot of stuff but I need some advice about this. Should I try burning on CDRs? Please any person who knows about the Samsung DVD-S221,DVD-S222,DVD-S320,DVD-S321 works with SVCDs or VCDs please help.
Any advice would be much appreciated please.

Go to http://www.vcdhelp.com and see what the DVD player compatibility list says about your player. Some players don't support CD-R and CD-RW discs. Your player may simply have problems with burnable media. If so, the only solution is to buy a new DVD player that support burnable media.

No there are hundreds of reviews of people who say SVCDs work fine with the player.
