Nero is probably the easiest, but it's hard to say if it's the best. Depends on what you mean by that. Nero produced SVCDs are technically not compliant with SVCD standards, although they come close. I would say that on 99% of the DVD players that play SVCD, you will not have problems with Nero produced discs. However, Nero took some short cuts and you may find that while Fast Forward and Rewind work, you can not jump to any time you want in the video. It's a long story, but Nero's failure to uphold SVCD standards is to blame for that.
http://www.vcdeasy.org has the VCDeasy program, which does produce fully compliant SVCDs, but that program is not easier to use and it bitches big time if the least little thing is wrong in your video stream. You can't have entry points (chapters) in your SVCDs if you use Nero and you can with VCDeasy. Subtitles and second audio channels work fine in Nero burned discs for me.If I make it with VCDeasy, they don't work at all. I don't know what you are looking for, but maybe that will help.
