I also had problems joining SVCD's, and finally I was succesfull. This is how I did it:
- I copied the AV segments from every SVCD to hard disk and renamed them with a .mpg extension
- Using TMPGenc I demultiplexed the audiostream from each SVCD file. Im my case I got 4 seperate mp2 files.
- I then opened every mp2 file in SOundforge and saved it as .wav
- Next I opened and appended my 4 .wav files in Cooledit; edited the wav, so that the boundaries are smoothed and saved the complete merged file as .wav
- I encoded the .wav to .mp2 using TMPGenc (audio only)
so far the audio, now the video:
- I used TMPGenc to merge my 4 SVCD files into one big mpg file. Yes, the audio is out of sync starting with the second file, but don't worry.
- Next I demultiplexed the videostream of the merged mpg file as a .mpv file
- Finally I multiplexed this .mpv videostream with the earlier encoded .mp2 file
And the result is a 2.55 hour movie totally in sync!
I don't doubt that Henk's suggestion works, but it shouldn't be that hard to join the files. Womble will work, but a lot depends on how you use Womble. If you aren't saving your clips to a clipboard and joining them there, you will have problems. Also, I don't remember what your source was, but if it's ATI recorded, yes, that can be problematic. I used to have problems all the time with anything I recorded with my ATI card staying in sync. That was one of the reasons I went to Dazzle. Finally, did you try saving your clips in Womble, demultiplexing and then remultiplexing using the option to offset the audio? If you play around with the values in the mux, you should be able to find a value that will get it back in sync.
Yep, Womble is GOOD but You must know how to use It.
There is a 'bug' IMHO. Clipping film or part(s) first to clipboard and then dragging first two parts back to worktable, I usually get two green bars and a green dot. The Dot is first frame(s) of first part but if joint position is not manually moved a bit then the Dot part will be at the end of film. Weird eh..

there must be a fool proof way of doing this everyone seems to have there own way, there does not seem to be one set way of doing it.

I have used the Womble product for 2 years now and I have never seen this green bar and dot thing. Not once. I will say that I have not updated my version of MPEG2VCR in probably over a year now. I wonder if this problem is unique to newer releases of the product?
I had too many problems with Womble, but I've successfully done this with M2 Edit Pro. It's important to note however, that these apps don't support SVCD.
Try Jason's suggestion to multiplex the audio and video. That might solve your problem, and the resulting file will be compliant as well.
If you cant Join them Properly Then try Just burning them in Order on a CD-R there will Be a Little Gap in Between each file But you can allways add a Menu or a Little Animation between each part with an authoring Program...
