Does anybody know a programm, that can add subtitles to the video frame?

Sometimes this would be very nice, 'cause not many players reads subtitles of a svcd and movies often have subtitles to translate special scenes.

http://www.doom9.net has a lot of subtitle programs and docs. I think SubMuxer is what you want, but you should be able to find something at Doom9 to help you. It is definitely possible to hardcode them and you are correct. A lot of DVD players don't support SVCD subtitles even though they support the format.
