Resizing in TMPGEnc

Hello,

when i make a SVCD mpeg with TMPGEnc, the movie isn't encoded in original size! The frame is tinner. But when i'm making a mpeg just for a VCD, the screen is positioned in original size. I tried every aspect ratio. There is something wrong with my settings I guess. Can anyone help me please?

To explaine the problem detailed...

Look at picture one, the black screen is the original file, also the correct ratio

Picture two shows the screen when it has been encoded, very bad. The original file has a ratio of 720x576 and the ratio of the mpeg that i want, is 480x576. I don't understand why it has to be 480x576 instead of 720x576...
