Premiere IPC server & TMPEG

Why the hell I get "unable to connect to IPC. Frame server down??" when opening TMPEG? I have Premiere 6.0. I installed the AvisynthPackagev2.00 avisynth-premiere plugin 0.25 and tmpgenc-readavs but doesn't seem to work.This is the script

Loadplugin("avisynthEx.dll")
IPCSource("video1")
BicubicResize(448,496,0,0.6,8,0,704,480)
AddBorders(16,16,16,16)
#Trim(0,193).FadeOut(150)

U guys help me??!!
