I've never tried to do that exactly, but if you had VideoStudio 6 or 7 you could add your own subtitles, and then encode, and as long as you were encoding to the original data rate it will probably "smartrender", which means it will mostly leave it alone and only process the new bits.

Never tried it tho.

Nope, can't add permanent subtitles without re-encoding the whole thing. There are a few guides at DVDRhelp.
http://www.dvdrhelp.com/edit#subs
There is one guide that doesn't add the subtitles permanently, but makes them switchable, like on a DVD.
http://www.dvdrhelp.com/svcdsubs.htm
I quote from that page: "To create the subs and to "glue" them to your video you'll need I-Author (difficult, if not impossible to buy, but anyhow available somewhere in the www, maybe in Spain or Russia)."

Any recommendation to use I-Author is OLD! Please go to http://www.doom9.net and look through his guides and download software for things like SubMuxer. It is possible to avoid the use of I-Author. I'm speaking off the top of my head as I've never done it, but I think based on what I've seen with subtitles and DVD2SVCD that re-encoding is not necessary. SubMuxer is a muxer and it muxes subtitles into your video stream. I believe it has an option to make them permanent. The guides at dvdrhelp might be worth looking at, but it seems to me that they're pretty outdated if they are still pushing I-Author. A couple of years ago I-Author was the only game in town for a lot of tasks in SVCD like subtitles and entry points (chapters), but that's not true now.

Shows what I get for talking off the top of my head

As I said before, I have little interest in adding subtitles the hard ward to SVCD. In fact, I have moved so totally to DVD making that I think I have made a grand total of one SVCD in the past year. Doom9 has a program, but no guide, called WinSubMux. Perhaps there are some docs that come with it that explain how to use it.

If someone wants to poke around, DVD2SVCD (http://dvd2svcd.doom9.net) uses something to add subtitles to SVCD and it does not require the use of I-Author. I-Author is old and hard to use and hard to find. Anything that recommends using it should be ignored. In the past I made many a SVCD with I-Author and I can tell you that it sucks big time. VCDeasy is tons easier to use for VCD/SVCD creation, although as some of us have found it's flakey as heck about what it accepts as video input.

http://www.digital-digest.com may have some guides on putting subtitles in SVCD and they may be a bit more current that Doom9's guide. I didn't bother to check out the other web site you listed, so I don't know if it helps or not. I can tell you that DVD2SVCD automates the process of adding subtitles and it does not require I-Author, so it's definitely possible to do it.

You will have to encode the Subs in if you want the Permanent But you can use "Virtual Dub" and the Subtitle Plugin then you can actually download the subtitle file for most movies on the Net, then you use the Subtitle file with the Subtitle Plugin with Virtual dub and Frameserve the Movie and the subs to a encoder like Tmpgenc..But as it has been posted before there are guites that will give you a step by step on how to do it...
