For DVD you should not Play with the GOP Structure at ALL ,as the Default GOP that the DVD Templates use it DVD Compliant and there is Not much lee-way in what you can do with it, the Max frames in a NTSC DVD Gop is 18 frames and I think is it 21 frames for Pal But not sure, and NTSC Gop of 15 is Probably best..There are Many reasons why you can get sync Problems in tmpgenc, Like if you encode your AVI file to a Different Frame rate as the avi file this will cause Problems like Stnc Problems and Other problems, You allways have to encode the AVI file to the same Frame rate so if your AVI file has a Frame rate of 25fps you have to encode it as 25fps if you encode it as 23.97 or 29.97fps you will have Problems, another Problem that Tmpgenc has is that it treats Drop Frame and Non Drop Frame and Plain 29.976fps files all the Same which causes Sync Problems over long movies, and if you are Doing any Sample Rate conversions of Compressed audio source in Tmpgenc you can get Sync Problems that is why it is ALLWAYS best to use something to Extract the audio from your AVI file then use a Total Seperate Program to Encode the audio to whatever format you are useing with your DVD ,Preferably AC3 audio which Tmpgenc doesn"t encode to ..Many audio sync Problems are caused Cuz after encodeing the Audio and Video files have changed length somehow and if the Audio and Video files are not the Same Length then they will not be In sync ,So a Good way to sync them Back up is to Use a Good audio editing Program Like Cool Edit or Sound Forge ,I actually use Vegas Video 4 to Stretch or shrink the audio to the exact same length as the Video then the audio and video will usually be back in sync...well good Luck cuz Sync problems are some of the Hardest problems to fix and Tmpgenc is notorius for causeing them, This is one of the resons that I do not use it anymore ,I now use CCE SP 2.67 as it is a Many Times faster encoder, and it Produces Crisper cleaner Images at Lower Bitrates(I can get 3 Full Movies (DVD Backups)or 5-6 hours of Better than VCD or VHS quality on a Single DVD-R useing Mpeg2 at 352+240 with VBR 1000kbs Min and 2500kbs Max and the Q Level at 25 useing CCE"s One Pass VBR)..CCE is a Lot harder to use than Tmpgenc Cuz you have to Know how to Frameserve and you usually use a Seperate audio tool to encode the audio, i use Vegas Video 4 to encode my audio to AC3...well good Luck...Cheers

TMPGenc also happily ignores the maximum bit rate setting you tell it use and exceeds it by quite a bit. This often causes sync problems. I totally agree with Lusifer. It's generally best to avoid encoding SVCD with TMPGenc as there are often too many problems. If you can get a copy of CCE you'll probably have better results. You might want to pick up the bit rate viewer at http://www.tecoltd.com and look at what you encoded. You might be surprised at how high you maximum bit rate really is. SVCD specs require that the video bit rate can not ever exceed 2600 Kpbs and be compliant and the combined audio+video bit rate can't ever exceed 2723 Kbps. Lusifer has a lot of good suggestions on what to do. I just wanted to point out that your bit rate might be to blame here.
