Is the SVCD for PAL or NTSC

How do I check if a SVCD (mpg file) is created for PAL or NTSC? Or maybe there is no difference?

In Nero I can set "Encoding Resolution" to PAL or NTSC.

What if I want to "rip" a SVCD disc to the hard disc?

Download BitrateViewer (the free-of-charge one) http://www.tecoltd.com/bitratev.htm
Analyse your SVCD's mpeg-file. If the resolution is 480X576 and the frame rate is 25 it is PAL. NTSC is 480x480, the frame rate is 29,97.
To copy the SVCD to your HD just copy the mpg-file.
To convert from one to another format don't use Nero but TMPGEnc (find the trial by Google).

However I downloaded the Bitrate Viewer but I could not find any information about resolution. Maybe it's in the commercial version.

It's been a while since I've seen the free version because I bought the commercial one, but the Bit Rate Viewer should show you the resolution in the free version. Look in the box at the bottom right of the viewer on the main screen and you should see it. You are looking for something like 480x480 or 480x576. You're looking for one number X another number. There will not be any word "resolution" in the box. It will just have the numbers and you have to recognize that it is talking about the resolution.
