Try some of the freeware capture programs like virtual vcr or virtualdub. Personally I like AVI_IO. Capture to a low compressed format like huffyuv or mjpeg and then convert it to your final format.
As said before without details i would not give an advise.
e.g. AVI_IO is great but does not work well in Windows XP with a lot of videocapture cards. etc....
this is not a dumb question. It is simple question, but none of you gurus, can give me a simple answer. maybe you dont know what is Tv tuner card or what? Neutron should visit, and post on some philosophic forums, not here. Simple answer on my question:

I will give you some examples
On your TV card there is a chipset which is reponsible for the capture.
For ATi cards this is in most cases the Theater 100 or 200. Other companies use Philips, Connextant etc....
Each chipset can be used with program x, but not Y etc...
Eg Ulead programs do not work with a lot of the Philips chipset (commercially sold under brands like Terratec ..) but do with Theater (ATI..)
AVI_IO is the best program for capturing AVI in sync under windows 98 but are in most cases useless under windows 2000 and XP. (unless your video card support VFW )
I would suggest that you start reading at a "real" forum like www.dvdhelp.com

Yes jestreb, I know "what is tvtuner". The question is do you? You asked which software is best for capturing.
Well, here's a clue: software doesn't do the capturing, hardware does. In addition, most hardware for MPEG capture comes with proprietary capture software that is only good for that product, or that product line.
There are exceptions in the DV and AVI world, but since you gave the forum no information whatsoever about what it is you're trying to do, or what you have already (if anything), your question is doubly hard to answer.
Mainly because you didn't ask the right question. Now...make an effort...SOME sort of effort to explain yourself and what you want to do, and you are likely to get a fair amount of response.
Ask another, "what is software for TV" question, and you'll get bupkiss.
