Well...

I spoke to the guy on the phone earlier today and he was adamant that the scene is actual live footage and NOT a still frame. He said it was 8-10 seconds long and shows Bruce pushing and pulling the saw in the head as though he were sawing wood. Also, it doesn't show the 'victim' falling to the ground; it simply cuts to the next scene where Bruce kicks the pole in half.
Now, I've never seen the sequence, but I very much doubt it would have played out like that.
On the other hand, it seems odd that he has included his full address on that web page, which makes me think he doesn't have the genuine missing footage, but has something else which he believes to be genuine.
