From all the stuff I've heard about this, this is my understanding. The chinese community were pissed off at Bruce for teaching gung fu to non-chinese. Wong Jak Man, who was represented the chinese community, issued a challenge to Bruce, who of course, accepted. If Bruce lost, he was to shut down his school. If he won, he could teach to whoever he wanted. The fight last about 3 minutes, which mainly consisted of Bruce chasing Wong Jak Man around the kwoon punching him in the back of the head. Bruce finally got him down and would only let him go until he officially "gave up." This was a turning point in Bruce's life as he found he was unusually winded after only a 3 minute fight. He took his training and conditioning much more seriously and started to re-evaluate wing chun. Some even say this was the birth of Jeet Kune Do.
