Dual Citizenship for Some Filipinos

Washing D.C.---The Philippine Department of Foreign Affairs has
announced that children of Filipino parents born in the United States
after 1973 considered as a person with dual citizenship.

The DFA's guidelines said such children will automatically be issued
a Philippine passport upon presentation of authenticated report of
birthand certificate of live birth to the Philippine embassies or
consulate abroad.

These guidelines were released by the Philippine embassy in Washington
D.C. to clarify the status of children born in the US of Filipino
children.

However, Filipino citizens who have been naturalized in a foreign
countryand have renounced their Philippine citizenship are not
qualified for dual citizenship.

The DFA said "that pending resolution of the matter of Certificate of
recognition required by Philippine Bureau of Immigration in the
registration of Filipinos who are also deemed citizens of other
countries, the following guidelines shall apply in the determination
of person's qualification and in the issuance of a Philippine
passport:

"1.) Applicants/children born to Filipino parents on or after the
effectivity of the 1973 Constitution and are conferred the
citizenship of the country of birth by operation of law shall
automatically be issued a passport upon presentation of
the authenticated Report of Birth and Certificate of Live Birth;

"2.) Applicants/children born on or after the 1973 Constitution to
parent/parents who was/were later naturalized as citizens of the
country of residence must have their births reported and registered
in Philippine missions prior to the issuance of a passport. (Former
Filipinos who were naturalized as citizens of other countries are not
qualified to be issued Philippine passports if they renounced their
citizenship...Filipinos who automatically acquire foriegn citizenship
without having to renounce their citizenship do not lose their
citizenship).

"3.) Applicants/children of parent/parents with dual citizenship
must likeiwse have their births reported and registered in Philippine
Missions; and

"4.) Applicants who will present a Certificate of recognition for
proof of citizenship shall be required to have their birth reported
and registered in Philippine Missions if they have not yet done so."
