...sittin' in a tree... Yes, she is definitely building up something between Ron & Hermione. I love it; their bicker-banter-and-be-jealous scenes were one of my favorite things in Book 4. And I suppose you could also ask the opposite question, what does a fun-loving guy like Ron see in Hermione? I think part of it is the way their personalities complement each other - I've always seen them as being to Harry like the little angel/devil one-on-each-shoulder consciences old cartoon characters sometimes get. (Not that Ron's a bad influence, of course.) But I think Ron's more the "cut loose, have fun, take a chance" sort, and Hermione's obviously the "be sensible, follow the rules" one, and maybe they each need to learn a little bit of those attitudes from the other. Then again, maybe she just thinks tall, skinny, red-headed guys are cute.
