Yeah, he would be perfect for the job, but Dumbledore must have his reasons for not giving it to him. (The steady flow of new faces, for instance? I think that's why JK Rowling does it, anyway.)
And as for the Potions job....well, Fleur Delacour wants a teaching job at Hogwarts, so why not her? At least then Ron would probably pay attention
