I really don't believe that proper tempo has has anything to do with speed in transition. Compare players like Tom Watson and Lanny Wadkins, with Peter Jacobson and Kenny Perry. Watson & Wadkins are very fast (Wadkins is practically a blur) from backswing thru finish, while Jacobson & Perry are slow and methodical. In observing their swings one would tend to comment on the great tempo that Jacobson has, and the pretty darn good tempo that Perry has. Yet, obviously Watson & Wadkins also have great tempo...they just "dance" to a mucher quicker beat.
