He may have been referring to a higher shutter speed since your hands are a bit blurred in the photo. If you camera is like most these days that is not an element you can really control. You can select 'sport' mode where shutter speed has priority but the amount of light will determine the actual speed on the shot.

30fps is NTSC standard (interlaced). With some HD cameras you can now get 60fps (progressive). Higher than that is a specialty market.
