Boomerbob's comment was made based on what he saw in video vs what a particular instructor teaches.
Keeping the lower body stable can be very helpful. That is what Tom Sanders teaches and that is what you have in all of the IMA drils however that is not what Moe does. In a discussion here a while back Tom acknowledged that his instruction was based on his experience of the best way to teach correct lower body movement vs a commitment that there should not be any.
