it looks a lot like PACE
(which I bought twice by accident) but with weights so max muscle ability vs heart rate is the measure. It also would fall into the same category as the program for this ridiculously expensive exercise machine
When I ride my bike my 'flat' course has a number of small climbs that provide opportunities to max out my heart rate if I want. I did a kind of PACE program but since I used climbs it was muscle fatigue (lactate build up) vs heart rate that was the limit. I definitely saw strength/endurance increases faster than expected (since it's the same route I can judge by the gear/speed I maintain for a given heart rate on the climbs). However 100 miles/week and often more for 4 months did not get me anywhere near the Bill T Jones body.
