One challenge with using the internet is deciphering what is true, false, or misinterpreted.
The bill does not take away your freedom or rights. Opposition to the bill comes from those sources that either are in violation or believe it is possible that they are in violation of intellectual property laws and receive advertising revenues.
If you haven't seen the whole bill, below is one paragraph relating to the requirements for giving notice to the site alleged to be in violation of law, which also gives a flavor of what the legislation intended. Even as I write this, the federal government is working to shut down previously identified sites in violation of law.

to support the claim that the Internet site,
or portion thereof, is dedicated to theft of
U.S. property and to clearly show that
immediate and irreparable injury, loss, or
damage will result to the holder of the
intellectual property right harmed by the
activities described in subsection (a)(1) in
