Yes, I think the "woman question" is the question of women's place in society on several levels, including her legal rights, her role in relation to men, the workplace, etc. I think that the term "woman question" is sort of a blanket phrase to encompass all of these issues that had men (and women) bodaciously boggled and befuddled at the time.
