I thought the vacuum came from the ability of the engine to pull through the runners with the carb being the orifice and the plenum in the center where the Vacuum is determined/measured. The Plenum for all intent and purposes is pretty much not that great a factor vs the runners in providing restrictive flow.
Small or inefficient runners can not pull much vacuum.
Maybe Barry could enlighten us on reading vacuum at the intake port/bowl............
