SBF Juice lifter problem: its plugged plugged, can a comp cam lifter be cleaned?

Quick summary of the my brothers recent story: 64.5 4-speed Mustang, 289 engine, developed a slight miss; racer friend said stuck exhaust valve. Last weekend he was driving home from the store and passed a car, when he got out of the throttle, the engine went: clanng, clackck, clang clang clang sputter clang sputter....LOL! . he limped a mile home and pulled his heads to find one exhaust valve bent with a galled stem, and another terribly loose (warn out cheap iron guides installed.) He has always used Redline 10/40 in winter and 20/50 summer.

Machinist fixed up the heads, i bought him a proper set of Comp 942 (set to 105# seat, 250# open) springs to match his 268H (218* @ 050) cam which he was beating to death with stock springs... But lifter faces still look 100% perfect though, i dont know how (no coil bind, just was too soft at 65# seat, 160# open, LOL.)

SO HEAR IS THE MEAT OF MY QUESTION: He has comp cams hydraulic lifters He checked each lifter for oiling by turning the oil pump with a drill, and the one for the bent valve is not oiling. He took it apart and cleaned it, it has a spring in it and some flat plate inside (i have not seen the parts) and put it back in, said he thought the orifices were clear but it's still not oiling. Any idea if it is possible to clean the lifter or fix or modify that plat to allow oil to pass, or does he just have to buy a new lifter (and re-break it in)? Is that plate supposed to have a pin hole in it? maybe it was defective since new, but its been in the motor for 70K so who knows...
