The chart started at 3000 pretty much for comparison sake. Most of the hot rod oriented engines find there way into cars with converters of 2600-2800 or more - or in stick cars where they won't ever see a WOT load at low RPM. I have some pulls starting at 2500 for some engines - but I'd have to dig through a bunch to find them.
I do not think durability is much of an issue for the FE stokers. Unlike small block stuff we are not getting into real short pistons or putting the oil ring through the piston pin hole. They should be a pretty stable and long lived package. But I do not have many of them - that I know of - with really high mileage to back up those assumptions.
