Watch out for Ron Manning in/around Fayetteville, NC

I was contacted by SFC Ansel 'Ron' Manning, US Army, after his auction (200763643621) for a fresh 10/10 1UB crank ended failing to meet reserve. He was offering it for sale; I was the high bidder. We haggled and agreed on a price. I sent him his payment via PayPal late in the week (thu, fri) and he said he would send it Monday. Then Monday he emailed saying he couldn't ship until Friday as he would be out of town training during the week. OK, no big deal I thought. Well, what I think he was doing was playing me against another bidder from the auction and was awaiting the other's money order. See, he has another available crank that was mentioned in the auction description. So the week passes and he ships a crankshaft to me on Friday and I get it the next week. Guess what? It was his other available 10/30 crank and it has been drilled on. It has a big hole in the first counter weight (same crank in the above auction but he doesn't mention anything about the porthole in the damn thing and the pic is from his ebay auction).

I emailed him of the problem and his reply (6/14) seemed genuine:
"Just got off a jump sir. I will give you a call tomorrow. I have the other crankshaft. That was a mistake on my behalf. I can either refund you some money or send that crank back and I will send the right one and refund you for shipping."

So, I call and talk to him mid-afternoon on Sat 6/16. He pushes to just refund me some money and I can keep the 10/30. It has a big frickin' hole in it! He know nothing about the balance on the thing. I don't want it. After pressing him, he get flustered and spouts, "Well, the 10/10 is in New York and that guy isn't going to give it back!" At that point, I knew what the deal was.

I filed a complaint with PayPal and they are mediating. He agreed to refund all my money plus the cost to return it (which I did, 1Z625TY14390099223). He submitted an eCheck minus the shipping last week thru PayPal but it bounced. They are going to try again.

The hassle and possible loss of dollars is bad enough but what bothers me more, being a former NCO myself, is that this guy totally lacks integrity. With what I have seen out of this guy he should not be leading men.

esp on shipping. I learned with PayPal you can go nuts just to get a fair decision - like communicating with clueless drunks. Stay on them.

I know what stuff like this can do to a Senior NCO's career. I'll give him the time PayPal has set (til the 18th) then it is time to go to the Provost Marshall's Office. I think his unit is ready to go back to the desert. He put his house on the market last week. In my time, with any PCS you had a big ass list to clear, PMO was one of those stops.
